Italy / Cooperation: Somalia, help for the displaced
ROME, Italy, October 26, 2011/African Press Organization (APO)/ — On 18 October 2011 the Director General for Development Cooperation made a voluntary donation of 400,000 euros to the UNHCR, the UN’s Refugee Agency, for Somalia. The donation, made through the multilateral channel, will support initiatives under the UNHCR’s Somali Emergency Appeal to help and protect refugees and persons displaced as a result of the crisis.
The Italian donation will be used to provide essential supplies, distributed as an Integrated Emergency Assistance Package, to displaced families. The aim is to give an initial humanitarian response to those forced to leave their homes and take shelter in over-crowded camps, where fire is a frequent risk and the main cause of loss of supplies. In selecting the beneficiaries, priority will be given to female heads-of-household, with a further selection being made on the basis of age, in agreement with the families’ communities.
To prevent and limit the risk of fire in the camps, longer-lasting fireproof structures will be provided to shelter the homeless, with the focus on women and children. Again in close collaboration with the men and women of the communities affected, site plans will be drawn up, the aim being to define more effective locations for essential services, infrastructure, public spaces and accommodation.
Where possible, a voluntary placement process will be encouraged, with appropriate assistance being provided to displaced persons opting to relocate.
As regards the growing number of cases of gender-based violence in the camps, the High Commissioner for Refugees will endeavour to provide adequate protection, including against physical attack, especially to women and children.
