Comments by EU High Representative for the CFSP on the recent developments in the East of RDC

BRUSSELS, Kingdom of Belgium, January 23, 2009/African Press Organization (APO)/ — Javier SOLANA, EU High Representative for the Common Foreign and Security Policy (CFSP) welcomes the increased cooperation by the Democratic Republic of Congo and Rwanda intended to find a global solution to the crises in the East of the DRC.

Mr. Solana attaches high importance to the decision by the DRC and Rwanda to act decisively against the FDLR and he calls on the FDLR to surrender and return to Rwanda. Equally, Mr. Solana underlines the urgency of the further integration of combatants of armed Congolese groups, including the CNDP, in the Congolese army FARDC as a crucial step forward in the implementation of the Actes d’Engagements, signed in Goma on 23 January 2008.

The High Representative confirms the European Union’s commitment to support political and security cooperation by the countries in the region, thus addressing the true causes of the conflicts in the region.

Mr. Solana is concerned about the security of the civil population in the East of the DRC and calls on all parties involved in military operations in the East of the DRC to fully respect the civil population, human rights and international humanitarian rules.
