Duties and Responsibilities: Under the supervision of the Division Manager, the incumbent shall:

 

  1. Formulate the Bank’s operations country strategy in the financial sector;
  2. Analyze and evaluate the financial situation of public corporations responsible for infrastructure and banks;
  3. Evaluate the financial performance of these corporations, balance sheets, operating accounts, and financial performance indicators;

 

  1. Evaluate the tariff policy and its consequences on the viability of corporations responsible for infrastructure;
  2. Evaluate the institutional, legal, and organizational framework of corporations and banks, and their adequacy for their mission;
  3. Evaluate the accounting and auditing system, as well as staff and training requirements;
  4. Evaluate the banking system, the bank regulation and supervision system, prudential rules, the credit and money policy, the financial market, and the role of the insurance sector in the mobilization of financial resources;

 

  1. Lead multidisciplinary missions covering all the phases of the project cycle (identification, preparation, evaluation, supervision and completion report) for financial sector reform programmes and infrastructure projects;

 

  1. Serve as focal point for relations with financial institutions in the co-financing of operations;

 

  1. Calculate the financial rate of return of infrastructure projects, and evaluate the viability of sub-projects financed through lines of credit;

 

  1. Initiate, prepare and participate in loan agreement negotiations, as well as in the loan and project approval process of the Bank’s Board of Directors;

 

  1. Carry out all activities relating to the management of projects after their approval by the Board of Directors, and ensure their proper implementation in accordance with Bank policy and procedures. In particular, supervise project implementation at the headquarters and in the field, and carry out all activities required to ensure achievement of project objectives; review bidding documents, bid evaluation reports, contracts, and all procurement activities for goods, works and consultancy services; and advise executing agencies in the application of Bank procurement rules and procedures;

 

  1. Review audit reports on project accounts and financial statements of corporations and banks, and ensure proper management of the resources of the Bank and the Borrower, in general.

 

Selection Criteria

  • At least a Master’s degree in finance, business administration, financial accounting or other related fields;
  • Preferably a minimum of 5 years relevant experience in project infrastructure financial analysis
  • Ability to grasp details and work as part of a team, present and promote ideas;
  • Ability to build partnerships and produce results to match the long-term needs and interests of clients both within and outside the Bank;
  • Excellent written and oral communication skills in French with practical knowledge of English;
  • Considerable knowledge of IT tools; knowledge of SAP is desirable.
