Duties and Responsibilities: Under the general supervision of the Division Manager, the incumbent will:

 

  • Apply the Bank’s transport sector policy and the existing rules of procedure on project portfolio management:
  1. Make observations on the sector policies submitted for review in the light of the experience acquired in their application, in the context of project and portfolio management;
  2. Formulate review proposals in relation to the Bank’s priorities and operations strategies in Borrower countries.

 

  • Prepare the annual programme of activities in the context of project/programme portfolio management :
  1. Review the portfolio of projects being implemented and the projects included in the lending programme for the current year ;
  2. Classify projects according to their progress and their implementation performances during the year ;
  3. Prepare the annual programme of activities aimed at achieving performances in keeping with the objectives of the Transport Division’s Lending Programme

 

  • Define the Bank’s operations strategy in the transport sector in Borrower countries, in the context of preparing and/or updating Country Strategy Papers (CSP):
  1. Analyse the various transport sub-sectors (roads, railways, airports, sea ports and waterways, etc…) in particular, the condition of transport infrastructure and services, the level of maintenance of transport infrastructure and services, the sector’s past and current investments and the constraints on sustainable development, the development policies and strategies, their implementation as well as the projects and programmes retained;
  2. Propose a Bank operations strategy in the sector in keeping with the Bank’s sector policy and Borrowers’ priority development programmes and projects;

 

  • Identify development projects/programmes of interest to the Bank Group’s Transport Sector ;

 

  • Analyse the requests proposed by Governments for Bank financing of projects, programmes and studies ;

 

  • Appraise projects/programmes, prepare appraisal reports and review documents for their presentation to the Boards of Directors;

 

  • Monitor the overall implementation of projects/programmes;

 

  • Conduct preparation missions for project completion reports with a view to drawing lessons for the implementation of future similar Bank projects;

 

  • Carry out other activities such as observations on the Department’s internal reports and documents, and represent the Bank at international meetings on the financing of transport infrastructure.

 

Selection Criteria:

 

  • At least a Post Graduate degree in transport economics;
  • At least 6 years of relevant professional experience including a sound background in economics, and transport project management and planning;
  • Ability to communicate and write effectively in English and/or French with good working knowledge of the other language; bilingual qualification will be highly considered;
  • Competence in the use of standard software used in the Bank (Excel, Word). Knowledge, even limited, of economic and financial analysis of projects would be a great asset.
