Duties and responsibilities: Under the general supervision of the Division Manager, OSAN.3 and working in collaboration with other Task Managers, the incumbent will be engaged in:

 

Providing technical inputs to Bank’s operational activities relating to forestry, watershed management, climate change, environment, biodiversity conservation, and natural resources management (NRM) in general, through the review of the technical designs, assumptions and institutional arrangements for NRM and environmental related projects proposed for Bank’s funding, and assessing their feasibility from the perspective of present and future benefits, and impacts.

 

1. Preparation and appraisal of new projects

 

  • Advising RMCs on the preparation of forestry projects or related initiatives;
  • Preparing the Terms of Reference (TOR) of pre-investment studies to be financed by the Bank Group and other donor sources, analysing and making recommendations to improve the reports;
  • Initiating and conducting/leading forestry, watershed management, climate change adaptation and biodiversity conservation projects identification missions, preparation of briefs of projects, and building a pipeline of natural resources management and environment programmes;
  • Leading/undertaking projects preparation missions directly, or causing such missions to be undertaken by other bilateral institutions such as FAO;
  • Leading appraisal missions of NRM and environment related projects and reviewing technical, institutional and financial design and assumptions within the framework of the project matrix; contributing to the preparation of project costs; and presenting loan/grant proposals to the Board.

 

2. Management of on-going projects

  • Undertaking, and leading as required, field missions to supervise project implementation and follow up on

Bank financed project/study, or causing for such missions to be undertaken by co-operating institutions such

as FAO;

  • Undertaking and leading portfolio review missions in RMCs;
  • Reviewing tender documents, tender evaluation reports and draft contracts from regional member countries

for the procurement of services, goods and works and making proposals for Bank action;

  • Reviewing disbursement applications and progress reports and making proposals for Bank action.

 

3. Other activities

 

  • Acting as authority in the Bank in the area of NRM and environment and advising the Bank Management on global forestry development initiatives and the likely impact of these initiatives on the Bank’s forestry and environmental protection programs;
  • Providing technical inputs into any review process of the Bank Forestry Policy, Climate Change Adaptation strategies, Country Strategy Papers and portfolios review reports. Also participating in country teams meetings as required, loan negotiations and presentation to the Boards of Directors of loan agreements or grant proposals;
  • Assisting RMCs in the formulation and implementation of strategic initiatives fro natural resources and environment management and participating in related policy dialogue with the RMCs;
  • Providing technical guidance and mentoring to other senior forestry experts in the Division;
  • Collaborating with the Bank’s country and regional offices in various project cycle activities;

Coordinating loan administration activities related to her/his assigned natural resources management

 

Selection criteria : (including required skills, knowledge and experience) :

  • At least a Master’s degree in Forest Resources Management, Agriculture, or related fields of study;
    • Preferably a minimum of six (6) years of relevant experience, particularly in natural Resources Management and Forestry Sector Analysis, Natural Resources Projects Planning, Project Supervision and Implementation. Regional and international experience, especially with development organizations, would be appreciated;
    • Demonstrated professional competence and mastery of forestry issues;
    • Analytical skills and ability to understand and solve complex project management problems;
    • Ability to work in teams; good interpersonal, communication and project management skills; resourcefulness,

attention to details and client and result orientation;

  • Dynamic, achievement-focused professional; high degree of personal commitment; proven coordination and analytical skills;
  • Some knowledge in project economic and financial analysis would be highly valued;
  • Excellent written and verbal communication skills in French or English, with working knowledge of the other language;

Competence in the use of Microsoft standard software; good knowledge of SAP is an advantage.

  • Au moins une Maîtrise ou un diplôme équivalent en génie civil/ponts et chaussées ou autre domaine connexe;
  • Avoir de préférence un minimum de 6 ans d’expérience professionnelle pertinente dans le domaine de la conception, la gestion et le financement de projets dans le secteur public et les institutions de financement du développement ;
  • Avoir une grande capacité de gestion de projets axée sur les résultats ;
  • Aptitude à bâtir des partenariats et à produire des résultats répondant aux besoins et aux intérêts à long terme des clients aussi bien à l’intérieur qu’à l’extérieur de l’institution ;
  • Aptitude à travailler en équipe,
    et à fixer les priorités des programmes de travail ; savoir saisir les détails, être créatif et être orienté résultats ;
  • Excellentes aptitudes en communication écrite et orale en français et/ou en anglais, avec de préférence, une connaissance pratique de l’autre langue.
