NDJAMENA, Chad, August 7, 2008/African Press Organization (APO)/ — Round table talks on Chad are underway today and tomorrow in Stockholm, Sweden. The talks, initiated by the Special Representative of the Secretary-General in Central African Republic and Chad, Mr. Victor Angelo, are intended to provide a forum for different partners to exchange on possible ways of supporting the Security Council’s Resolution 1778, which established the United Nations Mission in Central African Republic and Chad (MINURCAT) on 25 September 2007. This Resolution provides for the creation of a special unit, the Détachement intégré de sécurité, commonly known by its acronym, DIS, aiming to: maintain law and order in refugee camps and IDP sites; promote the protection of human rights; create a corridor for the delivery of humanitarian assistance to the vulnerable populations; and contribute to protecting civilians in danger, especially refugees and displaced persons in Chad and Central African Republic.

 

The two-day meeting will allow participants to reflect on several aspects concerning the ongoing multidimensional presence made of MINURCAT and EUFOR, and also to look at key recommendations of the UN/EU Technical Assessment and Mid-term Mandate review, the Dakar Process, and ways of creating synergies between the various regional initiatives. The meeting will also look at the peace and security dividends to be reaped if Chadian issues are properly addressed. The discussions should pave the way for a productive Security Council meeting slated for September 2008 with a particular emphasis on a result-oriented international approach to the resolution of the Chadian conflict.

 

Several Special Envoys and Representatives concerned with Chad are participating in this forum, including Representatives of the Chadian Government, the AU, the EU and the European Commission, the Community of Sahel-Saharan States, the Organization of the Islamic Conference, the Francophonie, the Republic of Congo, Sweden, Canada, the United Kingdom, Austria, France, Russia, EUFOR and the United Nations System.
