
Sectoral Council approves quota system, roadmap for full integration of Burundi and Rwanda / Tanzania to host Kiswahili Commission, Rwanda to host Science and Technology Commission and Burundi to host Health Research Commission
ARUSHA, Tanzania, October 28, 2011/African Press Organization (APO)/ — The dedicated session for the Sectoral Council of Ministers responsible for EAC Affairs and Planning has concluded today at the Zanzibar Beach Resort Hotel with the Ministers approving the quota system in the recruitment of staff in the EAC Organs and Institutions; approving the roadmap for full integration of Burundi and Rwanda in the Community; and adopting a phased approach for the implementation of the Institutional Review Report of the Organs and Institutions.
The meeting was attended, among others, by Hon. Hafsa Mossi, Burundi’s Minister to the Office of the President Responsible for East African Community Affairs; Hon. Musa Sirma, Kenya’s Minister of East African Community; Hon. Monique Mukaruliza, Rwanda’s Minister of East African Community; Hon. Dr. Abdullah J. Saadalah, the Deputy Minister for East African Co-operation of the United Republic of Tanzania; and Hon. Eriya Kategaya, Uganda’s 1st Deputy Prime Minister and Minister of East African Community Affairs; the respective Permanent Secretaries; Heads of EAC Organs and Institutions.
The Ministers considered and adopted the proposed formula for operationalization of the Quota System in the EAC staff recruitment and directed the Secretariat to ensure that the System is implemented with immediate effect across all Organs, Institutions and Projects of the Community in the recruitment of all regionally recruited staff.
The Sectoral Council decided that the full integration of the Republic of Burundi and the Republic of Rwanda into the Community with regard to staff recruitment be governed by the application of the quota system as soon as it is approved by the Council of Ministers.
The Sectoral Council also decided that the United Republic of Tanzania will host the East African Kiswahili Commission(EAKC); the Republic of Rwanda to host the East African Science and Technology Commission (EASTECO); while the East African Health Research Commission (EAHRC) will be hosted by the Republic of Burundi.
A verification exercise will be carried out for purposes of advising the Republic of Burundi on the details of the requirements for hosting the EAC Health Research Commission and a review of the existing criteria for hosting Organs and Institutions will be undertaken to ensure, among others, an equitable distribution of Organs and Institutions of the Community and that such criteria shall guide all future hosting of Organs and Institutions.
The Sectoral Council took note of the Institutional Review Report and adopted a phased approach for its implementation. The Ministers directed Partner States to consult on the Report and submit their comments during the meeting of experts to be held in the second week of November 2011 and directed the Secretariat to convene a meeting of experts to consider the proposals and recommendations contained therein and make appropriate recommendations to the 24th Ordinary Council. The Ministers also unfroze 21 vacant positions that had been frozen pending completion of the Institutional review and directed that the recruitment be based on the quota system.
