Darfur / African Union – United Nations mission in Darfur communication and public information division / Mediation Statement

 

KARTHOUM, Sudan, December 20, 2010/African Press Organization (APO)/ — African Union – United Nations mission in Darfur communication and public information division / Mediation Statement:

1. In accordance with the Mediation’s timetable for the finalization of the Doha Peace Process, agreed upon by the Government of Sudan (GoS) and the Liberation and Justice Movement (LJM), the Mediation undertook extensive consultations inside and outside of Sudan, with all stakeholders to the peace process, including representatives of the Government of Sudan, the Darfur movements, Darfur civil society representatives, internally displaced persons (IDPs), the leaders of Sudan’s political parties, regional partners and the international community. These consultations resulted in extremely fruitful discussions.

 

2. During the consultations conducted in Sudan, and in particular in Darfur, from the 26 November to 2 December 2010, all stakeholders expressed to the Mediation their support to the Doha process, their readiness to endorse the outcomes from the talks, and their wish to be closely involved in the final phase of the peace process. The Mediation also plans to consult with the refugees in the near future.

 

3. All those consulted particularly stressed the importance of an inclusive process that would deliver a comprehensive and sustainable peace for Darfur. As such they underscored the necessity for all armed movements to participate without delay.

 

4. Consultations between the Justice and Equality Movement (JEM) and the Mediation on the Movement’s return to the peace process have resulted in the resumption of ceasefire negotiations between the Government of Sudan and the JEM in Doha. The Mediation’s consultations with SLA/Abdul Wahid Nur continue in a positive way as he takes steps to decide his role in the peace process.

 

5. The Qatar State Minister for Foreign Affairs, H.E Ahmed Bin Abdullah Al-Mahmoud, and, the Joint Chief Mediator, Mr. Djibrill Bassolé, urge the Government of Sudan and the JEM to conclude a cessation of hostilities agreement before 31 December 2010, and to fully participate in the peace process. 6. They call on Abdul Wahid Nur to hold his announced consultations to determine his participation in the Doha peace process before the end of this year.

 

7. The Government of Sudan and the Liberation and Justice Movement (LJM) have reached consensus on a significant number issues related to the root causes of the conflict. There remain some key outstanding points that must be agreed upon, and the Mediation will continue to work with the Parties toward the necessary compromises. The Mediation will proceed with the negotiations between the Government of Sudan and the LJM and develop an inclusive way forward, in conformity with the demands for sustainable peace, reconciliation, and the socio-economic development of Darfur.

 

8. Accordingly, in order to finalize the Doha peace process with the participation of all stakeholders, the Mediation, with the consent of all the Parties, will define the necessary steps that can deliver a final agreement for a sustainable and comprehensive peace. In this regard, the Mediation calls on all Parties to commit to reaching such an outcome, and stresses that no Party will be allowed to delay the search for a solution that ends the suffering of the people of Darfur.
