EAC inter-organ forum ends in Mombasa, Kenya / Heads of Organs and Institutions adopt Rules of Procedure
MOMBASA, Kenya, May 28, 2010/African Press Organization (APO)/ — East African Community Secretariat, Arusha, Tanzania, Thursday 27 May 2010: The 3rd Quarterly Forum of the Heads of the East African Community Organs and Institutions ended today in Mombasa, Kenya. The meeting considered a wide range of issues pertaining to the effective management of inter EAC Organs and Institutions relations. Three EAC Organs and four Institutions are charged with spear-heading and coordinating the regional integration process and these Organs are; the EAC Secretariat, the East African Legislative Assembly (EALA), and the East African Court of Justice (EACJ). The Institutions are Lake Victoria Basin Commission (LVBC), the Civil Aviation Safety and Security Oversight Agency (CASSOA), Inter-University Council for East Africa (IUCEA), East African Development Bank (EADB) and the Lake Victoria Fisheries Organization (LVFO).
The Forum was attended by the Heads of Organs; Speaker of EALA, Hon. Abdirahin Haithar Abdi; the Judge President of the EACJ, His Lordship Mr. Justice Harold Nsekela; the Secretary General of the East African Community, Amb. Juma Volter Mwapachu.
The following Heads of Institutions were in attendance; Dr. Tom Okurut, Executive Secretary of LVBC; Mr. Mtesigwa Maugo, Executive Director of the CASSOA; Prof. Moses Golola, Deputy Executive Secretary of the IUCEA; and Mrs Kathuri, the Country Manager of the EADB in Kenya.
The Counsel to the Community, Hon. Wilbert T.K Kaahwa and the Registrar of the East African Court of Justice, Dr. John E. Ruhangisa were also in attendance.
The Heads of Organs and Heads of Institutions noted that in order to harmonize work programmes and build synergize among themselves, a global Calendar of activities had been prepared by the Secretariat and posted on the EAC Website ( www.eac.int) . The Calendar highlights cross-cutting meetings and activities involving the Organs and Institutions for the period January to June 2010, and preparations for the period June to December 2010 were underway. They called for timely and regular updates of the Calendar.
In order to prepare and adopt a robust EAC corporate resource mobilization strategy, the CEOs called upon the Resource Mobilization Office at the EAC Secretariat to involve and get inputs from all the Organs and Institutions.
The meeting, chaired by the Judge President, His Lordship Mr. Justice Harold Nsekela, noted that a comprehensive EAC corporate communication policy and strategy was being developed by the EAC Secretariat that will provide the framework for coordination and cooperation while also encouraging participatory, decentralized planning and implementation among the Organs and Institutions. The Organs and Institutions will contribute to the formulation of the corporate communication plan, identifying core messages, audiences and activities.
The meeting considered and adopted the Rules of Procedure for the Forum which give a clear and effective modus operandi pursuant to the provisions of Articles 9, 14, and 71 (A) (0) of the Treaty for the Establishment of the East African Community.
