WHY: Africa strives to realize its Socioeconomic Renaissance and to achieve its ultimate goal for a peaceful, integrated, prosperous and democratic continent playing a dynamic role within the international arena. Culture as a source of our values and traditions, and manifestation of our identity, our genius, our social, intellectual, educative, artistic, economic and political lives plays a critical role in shaping African citizens and leaders’ common vision and commitment to improve governance, productivity and all aspects of socioeconomic life in Africa. The PACC2 is therefore an important gathering of cultural development stakeholders who will reflect, exchange ideas, share experiences, and draw recommendations on how to ensure an efficient inventory, protection and promotion of our cultural goods and to improve the role of culture in ensuring Africa’s sustainable development and populations’ welfare.
Objectives:
The purpose of the PACC2 is to follow-up on the PACC 1 and to evaluate existing strategies and policies with a view to develop new strategies and policies for the development of the African cultural sector in general and the legal and technical aspects of inventorying, protecting and promoting African cultural goods in particular. It will also an occasion to celebrate the 100th birthday of Kwame Nkrumah and to launch of the Campaign for the African Cultural Renaissance 2010-2012.
Expected outcomes:
The PACC2 is expected to is expected to be as highly interactive and constructive as the first Edition in view of the items to be discussed, and directives to be offered regarding the inventory, protection and promotion of cultural goods; the future architecture of the African cultural development sector; and the role of culture in ensuring the socio-economic Renaissance of Africa.
Participants will include:
Ministers of Culture; Experts /officials, from AU Member States, AU Commission, AU Organs, Pan African cultural Institutes; International cultural organisations, International Organisations and Agencies and Regional Economic Communities.
Background:
The 1st Edition of the Pan African Cultural Congress took place in Addis Ababa, Ethiopia from13-15 November 2009,on the theme of : The African Cultural Renaissance the discuss on and recommend the following main issues:
To agree on the broad definition of African culture that will provide all Africans with deep self-knowledge and a resource for living and developing this culture in ways deemed to be desirable.
To promote African identity and history in a collaborative way between all African cultural institutions and cultural development stakeholders;
To promote the medium of transmission of culture: language, education and the community;
To fight against cultural poverty and culture development in an interdependent approach with the overall process for the sustainable development of the continent;
To sustain the organisation of the PACC in a 3 years interval.
