
Consultancy services for the Monitoring and Implementation Group for the National Human Resource Development Plan (PNDRHS)– 2008-2015 in The Ministry of Health in Mozambique
MAPUTO, Mozambique, June 24, 2009/African Press Organization (APO)/ — Mozambique is experiencing one of the most severe health worker shortages in Southern Africa. A recent analysis of the situation regarding health in Mozambique noted that quantitative and qualitative shortfalls and the regional asymmetries in terms of health workers represent the principal barrier to sustainability and expansion of the improvement in health indicators, which the country has achieved in recent years. In order to respond to these challenges and constraints, the Ministry of Health (MISAU), with the support of external co-operation partners, has developed a wide-ranging and ambitious yet realistic plan for health sector human resource development (National Health Human Resource Development Plan 2008-2015 – PNDRHS). The plan has the following objectives:
— Contribute to achievement of the Millennium Development
Goals
— Improve the Ministry of Health’s training capacity
— Reduce the deficit as regards human resources in the
health area (RHS)
— Reduce the inequalities between provinces in human
resources in the health area
— Correct the intra-provincial distortions and those between
districts
— Improve the performance of the human resources in the
health area, in quantitative and qualitative terms
— Retain the work force within the National Health System
— Improve the definition of the regulatory duties of the human
resources in the health area within the health services
system.
