Duties and responsibilities:

 

1.BUDGET AND RESOURCE MANAGEMENT

 

  1. Ensure proper implementation of new budget guidelines and procedures;
  2. Contribute in the training of cost center managers to ensure compliance with new budget management guidelines and procedures;
  3. Monitor the Department’s and Divisions’ budget implementation and transfers;
  4. Participate in defining, setting and monitoring target levels for GECL Performance Indicators.
  5. Contribute to Monthly, Quarterly, Mid-Year and Annual Performance Review reports to Senior Management;
  6. Coordinate the work programme of Counsel and ensure that it is executed as planned between the General Counsel and Managers;
  7. Ensure alignment of resources allocated to GECL Work Programme;
  8. Lead the preparation of monthly KPI report and ensure the coordination of the contribution of GECL in the preparation of quarterly institutional reporting by FPBG;
  9. Coordinate the preparation of the Administrative Expenses Budget submission in the annual institutional budget preparation;
  10. Prepare monthly budget execution reports;
  11. Serve as the GECL focal point and spokesperson on the budget and work programme;
  12. During the period end closure, (a) liaise with CGSP to ensure that all Purchase Requisitions are translated into Purchase Orders; (b) ensure proper carry over of the committed appropriations for which no obligations are discharged; (c) ensure that all obligations carried over to the following year are totally settled within the period stipulated in the Financial Regulations;
  13. Prepare the budget transfer due diligence, ensure that it is approved by the appropriate authority in accordance with the delegation of authority matrix in budget matters, and execute the budget transfers in SAP;
  14. Participate in FPBG periodic reviews of the budget regulatory framework and its institutional governance processes and management and
  15. Contribute to the improvement of Budget processes and procedures

 

OPERATIONS RESEARCH COORDINATION

  1. Prepare quarterly, semester and annual reports on projects and programs handled by Counsel in GECL;
  2. Research and provide written information on legal issues relevant to the Bank’s participation in various projects, programs and matters with a legal impact on the Bank;
  3. Coordinate and monitor the annual work programme of GECL as well as missions of Managers and Counsel;
  4. Liaise with the Information Management and Methods Department constantly to provide information and address other related issues required for up-to-date processing of projects, programmes and missions in SAP;
  5. Provide research, administrative expertise and guidance for the timely printing and publishing of GECL publications;

  7. Coordinate the management of the GECL library and inventories of research materials; and (vii) Develop and implement knowledge management networks and systems.

 

Selection Criteria : (including desirable skills, knowledge and experience)

  • Minimum at least a Master’s degree or its equivalent in Finance, Accounting or related fields
  • Preferably a minimum of 4 years of relevant experience; previous exposure to international, multicultural contexts would be an asset
  • Capacity to conceptual and strategic analysis and good command of budgetary and operational management matters ;
  • Capacity to diagnose and resolve multiple, concurrent problems;
  • Ability to manage multiple and simultaneous and shifting demands, priorities and tight deadlines;
  • High level skills in communication and negotiation as well as ability to built partnerships with a broad range of clients and deliver results that meets the needs and long-term interests of clients within and outside the Vice Presidency;
  • Competence in the use of ERP Systems (preferably SAP) and standard MS office applications(World, Excel, Access and PowerPoint) and good knowledge of operational management systems;

    Excellent written and verbal communications in English or French, with a good working knowledge of the other language
