IFJ Calls on Nigerian Legislators to Stop Delaying Passage of Freedom of Information Bill
The International Federation of Journalists (IFJ) today called on the members of Nigeria’s House of Representatives to stop delaying the passage of the Freedom of Information (FOI) Bill after its consideration was deferred for the fifth time last week.
“We are very disappointed by this new rejection without any valid reason of the FOI bill by the House of Representatives,” said Gabriel Baglo, the Director of the IFJ Africa Office. “We condemn this setback, which reveals that some members of the House are afraid of a bill that may lead to exposure of corruption and other illegal or unethical activities.”
During its plenary session on 28 April the House of Representatives voted against the consideration of the bill at the committee stage. It is the fifth time that the bill had been listed for consideration.
According to the Nigerian Union of Journalists (NUJ), the bill was put out for another day because members said they “were not disposed to discussing it that day.”
“To continue to delay the passage of this bill is to betray the mandate and confidence of the masses of this country the honourable members represent,” said Shu’aibu Usman Leman, the National Secretary of the NUJ.
If passed into law, the FOI bill will allow Nigerian citizens, researchers and the media to have access to information on government business, from government agencies or from private bodies performing public functions. The bill has been pending in Parliament since 1999.

La FIJ appelle les législateurs nigérians à arrêter de retarder l’adoption du projet de loi sur la Liberté d’Accès à l’Information
La Fédération Internationale des Journalistes (FIJ) a appelé aujourd’hui les membres de la Chambre des Représentants à arrêter de retarder l’adoption du projet de loi sur la Liberté d’Accès à l’Information (LAI) après que son examen a été reporté pour la cinquième fois la semaine dernière.
« Nous sommes très déçus par ce nouveau rejet sans raison valable du projet de loi sur la LAI par la Chambre des Représentants », a dit Gabriel Baglo, le Directeur du Bureau Afrique de la FIJ. « Nous condamnons ce recul, qui révèle que certains membres de la Chambre ont peur d’un projet de loi qui pourrait amener à exposer la corruption et d’autres pratiques illicites ou contraires à l’éthique. »
Lors de sa session plénière du 28 avril la Chambre des Représentants a voté contre l’examen du projet de loi en commission. C’est la cinquième fois que le projet de loi a été inscrit pour examen.
Selon le Syndicat des Journalistes du Nigeria (NUJ), le projet de loi a été remis à un autre jour parce que les membres ont dit qu’ils « n’étaient pas disposés à en discuter ce jour-là. »
« Continuer à retarder l’adoption de ce projet de loi c’est trahir le mandat et la confiance des populations de ce pays que les honorables députés représentent, » a dit Shu’aibu Usman Leman, Secrétaire National du NUJ.
Si ce projet devient une loi, elle permettra aux citoyens nigérians, aux chercheurs et aux médias d’avoir accès à des informations sur les affaires publiques, les démembrements du gouvernement ou des entités privées exécutant des fonctions publiques. Le projet de loi est en suspens au Parlement depuis 1999.
